JOB DESCRIPTION

Title: Project Manager (PM) – Contractor
Position Type: Full time

Position Description
The Project Manager is responsible for supporting and driving the development of the Maple Leaf Fibre (MLF) project, a new long-haul underground fibre and conduit system connecting Toronto and Montreal. Maple Leaf Fibre is seeking an experienced individual with a background in project management and fibre infrastructure design & construction to help lead the development of the Maple Leaf Fibre project. The role of PM has broad operational scope inherent with the development of greenfield infrastructure. The successful candidate will be an individual capable of taking the initiative and acting independently, supporting and leading various scopes of the development of the project.

The ideal PM candidate will be based in either Toronto or Montreal or within 1 hour drive of the MLF route. They will report directly to the project owners and their respective management and development teams.

Principle Responsibilities

Project Management
• Oversee installation and construction and be the point person interfacing with contractors, local stakeholders, and the company
• Manage outside resources and consultants as part of the project team
• Create and maintain inventory of materials, network assets and spares
• Ensure best practices and safety procedures all followed by the company and contractors throughout development and construction
• Design & assist in the management of a fully planned preventative maintenance program
• Develop all documentation related to infrastructure/operational MOPs/SOPs, maintenance and troubleshooting post-installation
• Interface with finance to ensure correct budgeting, processes and controls
• Support commercial activity for design & implementation of customer solutions
• Identify and synthesize key internal and external issues and communicate effectively to stakeholders
• Be available to address emergencies, even off-hours

Design, Engineering & Permitting
• Support and lead the design, engineering and permitting of the Maple Leaf Fibre cable system until it is “shovel-ready”
• Assist in the final route design and in the costing of the network infrastructure
• Assist in the preparation of design documents including KMZ's, Visio diagrams, and related engineering documentation
• Liaise directly with various stakeholders and permitting authorities as the company representative
• Manage and oversee the permit acquisition process for all required permits
• Manage third party resources that are supporting front-end scope
• Support the operational and capital budgeting and financial modelling of the project
• Design, maintain and own critical path project schedules

Procurement
• Develop RFPs for construction based upon engineering documentation
• Lead and support competitive, formal RFP & procurement processes for network and OSP infrastructure
• Ensure that ESG considerations and best practices are included as RFP requirements and in contracts
• Review contracts as the internal technical/network expert
• Develop and update budgets on an ongoing basis

Essential Skills & Experience

Experience
• PMP Certification or equivalent experience in large scale projects of $30M plus
• Bachelor’s Degree in Engineering, or a related technical field
• Minimum of 10 years’ experience in a fibre development and construction capacity with an increasing scope of responsibility, with 5 or more years in a leadership position
• Acting as lead project manager with responsibility for all aspects of development and delivery of a large fibre construction project, $30Million plus in scope
• Deep and demonstrable understanding and experience in deploying and optimizing network infrastructure in Ontario and preferably also Quebec

Skills
• Deep understanding of fibre-optic networks
• Knowledge of contractors and best practices
• Excellent written and verbal communication skills
• Proficiency in MS Office Suite and project management software
• Ability to work independently and as part of a broader team
• Ability to manage outside resources and consultants
• Strong management skills required to direct dedicated internal resources, partners and third-party contractors
• Self-motivated
